Is there a formula to find them all?
Take any m and n, such that m>n and then find: a=2mn, b=m²−n², c=m²+n² (Euclid's Formula)
Substituting in r - (a+b-c)/2 leads to r = n(m−n). Therefore, since m and n are integers, r is an integer!
m and n can find all the primitives and a good number of the multiples. See discussion from Surrey University.
